The data model outlives everything else

Interfaces get redesigned, frameworks get replaced, the schema stays. Getting tenancy, identity and the shape of the core entities right in the first month is worth more than any amount of later optimisation, because those are the decisions that cannot be reversed without a migration and a downtime window.

Roles and permissions, modelled early

Almost every business system grows a permission requirement that was not in the brief: an approver, a read-only auditor, a regional manager who sees only their region. Building a two-role system and adding the third later is a rewrite of every query in the application. Assume the third role exists.

Integration surface

Custom software is rarely alone. It talks to an accounting system, an identity provider, a payment processor, sometimes a machine on a factory floor. Each integration is a contract with something you do not control, so each needs a failure mode: retry, queue, or degrade. The integrations, not the features, are where production incidents come from.

Migration is the project, not a phase of it

There is almost always an existing system, and its data is messier than anyone remembers. Duplicate records, fields used for something other than their name, years of workarounds. Discovering that during cutover is how launches slip by months, so the migration rehearsal belongs early and it belongs against real data rather than a sample.

The law that applies

Federal Decree-Law No. 45 of 2021, the UAE Personal Data Protection Law

It governs cross-border transfer and requires a lawful basis for processing. Where a client operates inside DIFC or ADGM, those free zones run their own data protection regimes and the DIFC rules are closer to GDPR than the federal law is. Which one applies changes where the database can live, so it is a first-week architecture question rather than a launch-week compliance question.

How buying works here

Dubai buys software the way it buys most things, on delivery speed and on whether the supplier will still be reachable in eighteen months. Free-zone company structures mean the entity signing the contract is often not the entity using the product, and that shows up in how access and billing need to be modelled.

Procurement

Expect a trade licence check and, on government-adjacent work, a local partner requirement. Contracts are commonly under DIFC or ADGM law rather than onshore UAE law.

Language

English is the working language of business here. Arabic matters for consumer-facing surfaces and for anything touching a government portal, and that means right-to-left layout as a build requirement, not a translation task bolted on at the end.

Where the data can live

AWS runs me-central-1 in the UAE and Azure runs UAE North and UAE Central. Both make onshore hosting straightforward, which matters because a free-zone client who has agreed to onshore residency in a contract cannot solve it later with a CDN.

Payments

Card acceptance runs through the usual international acquirers, but UAE consumers expect Apple Pay and Google Pay as first-class options rather than fallbacks, and cash on delivery still appears in retail flows more than a Western build would assume. Design the order state machine for a payment that completes days after checkout.

Sectors that dominate

Real estate, logistics and re-export trade, travel, and a large and growing fintech layer sitting on top of all three. Property technology in particular is unusually mature here compared with markets of similar size.

The mistake we see most

The most common failure on Dubai projects is discovering in month three that the entity holding the trade licence, the entity paying, and the entity whose staff will use the product are three different companies. Model the tenancy for that on day one and it costs nothing. Retrofit it and it is a rewrite.

Working week

Monday to Friday since the 2022 change, with a half day on Friday in much of the public sector. Sprint ceremonies land cleanly against an Indian calendar.
